Which stage should I fix first?

The one with the lowest rate relative to its realistic ceiling — but also weight by impact: a 5-point gain at the last stage converts directly to revenue.

Can I add more stages?

This version models three transitions (four stages). For longer funnels, multiply additional stage rates the same way — each multiplies the survivors.
